Gender Mainstreaming for an Inclusive, Peaceful, and Just Society

On 24 March, the Gender Equality Advisory Council (GEAC) was launched at the request of G7 Presidency and its first online meeting was held on the same day.
The GEAC was established in 2018 by Canada, the G7 Presidency of that year, as an external advisory body to provide recommendations on gender equality to G7 leaders. Since then, the G7 Presidency has convened the GEAC almost every year and the GEAC has submitted meaningful recommendations for realizing gender equality and promoting women’s empowerment to the G7 leaders.
This year, at the request of the Presidency, 14 experts from the G7 countries, international organisations or other countries who are active in the gender field were convened, and the first online meeting was held on 24 March under the chairmanship of Dr. Shirahase Sawako, Senior Vice-Rector of the United Nations University. Each member's awareness of the issues and opinions towards the recommendations were exchanged during the meeting, and discussions will continue for the preparation of the recommendations for the Hiroshima Summit.

On December 12, 2023, Prime Minister KISHIDA Fumio received a courtesy call by representatives of the Gender Equality Advisory Council (GEAC), chaired by Dr. SHIRAHASE Sawako, the University of Tokyo, for approximately 15 minutes commencing at 16:15 p.m., and received the final report of the GEAC.

Eight GEAC members including Dr. SHIRAHASE paid a courtesy call on Prime Minister KISHIDA to submit the final report "Gender Mainstreaming for an Inclusive, Peaceful, and Just Society" and expressed their strong expectation that Japan and other G7 members will further promote gender equality and women's empowerment through gender mainstreaming, utilizing the four pillars of recommendations in the final report.

Prime Minister KISHIDA welcomed the submission of the final report following the summary of recommendations which was submitted in May 2023 and reiterated his appreciation for the GEAC's contribution to the G7 discussions for promoting gender equality and women’s empowerment. He further expressed his wish to continue to lead global efforts to achieve gender equality and empowerment of women and girls in all their diversity, and to further advance gender mainstreaming.

This year, 14 members actively involved in the gender field from the G7 and other countries as well as international organizations were appointed and submitted a summary of recommendations of the GEAC to Prime Minister Kishida on May 8, prior to the G7 Hiroshima Summit.

(Reference2) GEAC Final Report "Gender Mainstreaming for an Inclusive, Peaceful, and Just Society"
This report is the final deliverable by GEAC 2023 members, convened by Prime Minister Kishida as leader of the G7 Presidency.
In the report, concrete measures to promote gender mainstreaming were recommended to G7 leaders in the four pillars of "economic empowerment", "education", "peacebuilding", and "data", based on case studies and best practices in each pillar.

On May 8, 2023, Prime Minister KISHIDA Fumio received a courtesy call by representatives of the Gender Equality Advisory Council (GEAC), chaired by Dr. SHIRAHASE Sawako, Senior Vice-Rector of the United Nations University, and received a summary of the recommendations of the GEAC. The courtesy call was attended on the Japanese side by Mr. OGURA Masanobu, Minister of State for Special Missions, Cabinet Office; Ms. MORI Masako, Special Advisor to the Prime Minister; Mr. ONO Keiichi, Senior Deputy Minister for Foreign Affairs; Mr. ICHIKAWA Keiichi, Director-General, Foreign Policy Bureau, Ministry of Foreign Affairs; on the visitors’ side by Dr. KURODA Reiko, Professor Emeritus at the University of Tokyo and Designated Professor at Chubu University; Ms. Hedwige Nuyens, Chair of European Women on Boards; and Dr. Maxime Houinato, Regional Director for UN Women East and Southern Africa Regional Office.
- Dr. Shirahase and three other GEAC members paid a courtesy call on Prime Minister Kishida and presented a summary of recommendations in order to achieve gender equality, and expressed their expectations for further promotion of gender equality by Japan and other G7 member states. They also stated that GEAC will continue its activities toward the submission of the final report at the end of this year.
- Prime Minister Kishida thanked for the recommendations, and touched upon initiatives such as "women's economic independence," which is core of his administration's key policy "new form of capitalism," and his own appointment as a champion for HeForShe campaign, an initiative promoted by the UN Women. He expressed his wish to further promote efforts toward gender equality through the G7 process and thanked GEAC for its valuable input to the G7 Hiroshima Summit.

The UN Women initiated the "HeForShe” in 2014, believing that the men’s engagement is essential for promoting gender equality. Prime Minister Abe backthen was appointed as one of the ten Heads of State and Government Champions (HeForShe Champions). Prime Minister Kishida was appointed as one of the HeForShe Champions in the second phase (from 2022 to the end of 2025).
